Werner Antweiler, a UBC professor, spoke to Star Vancouver for a story about speed limits that change based on congestion in the Fraser Valley.
“Ever since we got rid of photo radar in the province, police have to enforce [speed limits] in a very limited and very spotty kind of way,” he said.
