Debra Parkes, a professor at UBC’s Peter Allard School of Law, was interviewed for a CBC story about a killer who escaped from a B.C. prison.
She said Canada’s corrections system aims to move prisoners through lower levels of security over time, especially for those serving long or life sentences.
